The elite of the nation’s generals had all been Southerners. The Confederacy saw the use of three different national Civil War flags during its brief time as the official government of the South. By March 1864, the Superintendent of Conscription reported that all across the Confederacy, every officer in constituted authority, man and woman, "engaged in opposing the enrolling officer in the execution of his duties". [143] Although challenged in the state courts, the Confederate State Supreme Courts routinely rejected legal challenges to conscription. Despite its economic problems, the Confederacy maintained over 3 per cent of its population under arms – a higher figure than the North. By the War's end: Slaves were freed; South had lost one-fourth of all slaves who fled to the Union. He did not believe the southern states had the right to secede from the Union and thought they were merely rebelling against the government. But the scheme did anticipate many of the strategies the New Right would use to circumvent all those cumbersome restrictions the post-Vietnam Congress placed on the ability of the executive branch to wage war and conduct covert operations, including the rise of mercenary groups that continue to play a significant role in fighting America’s wars and attempts to raise money from private, often southern rightwing sources.
